Explanation

In indirect questions it can mean "whoever": 谁都知道.

Example sentences
他 tā 是 shì 谁 shéi
Who is he?
谁 shéi 想 xiǎng 一起 yìqǐ 去 qù
Who wants to go together?
如果 rúguǒ 谁 shéi 先 xiān 到 dào 谁 shéi 就 jiù 先 xiān 开始 kāishǐ
Whoever arrives first can start first.
